Principles and Mission

MALOM offers independent housing for individuals placed under criminal supervision by court order. We do not provide correctional monitoring or enforced restrictions — instead, we offer a lawful, calm, and culturally sensitive environment based on voluntary compliance.

Due to strict legislation and overcrowded prisons, Hungary increasingly uses criminal supervision. MALOM is legally regulated but not part of the penal system. It provides transparent, dignified living conditions under official technical surveillance. The facility is independent, non-coercive, and focused on legal compliance and human dignity.

Frequently Asked Questions

Who can stay at the facility?
Not only supervised individuals, but also lawyers, family members, therapists, clergy, and authorized guests may enter, with prior approval and agreement to house rules.
Is it mandatory to remain within the premises?
Yes. Supervised persons are legally obliged to remain on site, as required by court order and accepted by wearing a tracking device. Leaving without permission may be considered escape and lead to stricter sanctions. Temporary exits may be permitted for emergencies or with court approval.
How is supervision conducted?
Authorities use smart wearable trackers to monitor compliance remotely. The facility itself does not enforce custody or apply physical restrictions.
What are the rules?
All residents must accept the internal house rules, which aim to ensure peaceful coexistence, not punitive measures.
What happens if someone violates the rules or leaves?
Any breach is detected automatically by the monitoring device. If house rules are seriously violated, the facility may revoke the admission, after which the authorities decide on further placement (e.g. pretrial detention).
Do residents retain freedoms?
Yes. Supervision restricts movement but not communication. Internet use, guest visits, and personal activities are allowed within legal limits.
How does placement work?
Placement is requested by the legal representative. A digitally signed admission statement is issued within 24 hours. Courts usually accept it, but may deny based on legal or financial reasons (e.g. insufficient funds). Fees apply monthly.
Why are procedures so lengthy in Hungary?
Delays result from overloaded courts, complex international cases, or slow prosecution. For those awaiting trial, dignified alternative housing is critical.
How overcrowded are Hungarian prisons?
Consistently over capacity. This undermines basic rights and has led to international criticism. Independent housing offers humane alternatives.
What role does the EU play?
The EU monitors member states’ legal systems. Hungary has faced several proceedings regarding judicial independence and detention conditions. MALOM aligns with EU standards.
Are Hungarian courts independent?
Formally yes, though external reports cite concerns. Individual judges may still act impartially, especially when submissions are clear and well-documented.
